    Hello Evelyn. Jamie contacted me to answer your question. I think I can help you but please do specify little bit more: are you talking consumers or B2B? Which countries and target groups? There are huge differences in e-communication capabilities (=reachability) between north and south plus east and west.
    European Union is driving through new legislation about e-communication but it requires each member country to accept it nationally: that process is on its phase at moment and rules vary.
    So please inform me and I will help you.
